Planning Your Future

Looking forward to 2026 and beyond, the District will remain a prosperous, safe and healthy place where people want, and are able to, live and work.  

This is our vision for Three Rivers over the next 15 years or so. In seeking to deliver this vision, the Council is preparing a new type of development plan for the District called the Local Development Framework. This will replace the existing Local Plan with a suite of new planning documents, the first of which is the Core Strategy. It will link with other strategies such as the Sustainable Community Strategy and set out the long term vision for Three Rivers, along with the spatial strategy and policies to deliver the vision. The Core Strategy sets out in broad terms how we plan to deliver new homes, jobs and infrastructure over the period to 2026 and how we can manage development effectively.

C-Plan

Measuring, monitoring and reporting on the carbon impacts of new buildings.

C-Plan is an innovative web-based service, developed by ECSC, that allows planning authorities and developers to demonstrate and verify compliance with climate change policy.

C-Plan links together planners and developers, providing them with tools for compliance checking, tracking, reporting and managing the flow of information between them.

Building Futures Guide

Whilst the Local Development Framework is a comprehensive document, the Council would like to encourage every developer, builder and member of the public to go a step further.

The Building Futures Guide is a design guide prepared by the eleven Hertfordshire authorities. The Guide proposes solutions that are practical and deliverable. It also provides a broad range of case studies ranging from homeowners building extensions, to major regeneration projects and strategic housing developments.
